What is Verification of Competency (VOC)?
VOC is an independent verification process that assesses a worker’s competency to safely operate equipment according to current licensing standards, industry regulations, and legal requirements. It ensures that workers are trained and competent, reducing risk to themselves and others, while helping employers meet their legal obligations for proper training, instruction, and supervision.

The VOC Process:
VOC assessments are conducted by experienced, industry-based assessors and trainers who hold the relevant qualifications. The process verifies the worker’s ability to operate equipment and perform specific job-related tasks, based on:
- Current national units of competency
- Legislative requirements
- Site rules, policies, and procedures
- Job Safety Analysis (JSA), Job Safety and Environmental Analysis (JSEA), and Safe Work Method Statements (SWMS)
Assessments can be conducted onsite, subject to certain conditions.
Why is VOC Important?
The VOC process is widely adopted across various industries, particularly in construction and government sectors. It is increasingly used as a pre-employment validation process to demonstrate a worker’s competency in operating plant machinery. Under Work Health Safety (WHS) legislation, employers (PCBU) are required to ensure that workers can demonstrate their ability to safely operate equipment related to their job roles.
