The Work Health Safety (WHS) Act 2011 throughout Australia requires that operators of Elevating Work Platforms (EWP‟s) are fully aware of safety considerations and potential hazards prior to operating and that all employees and employers must meet their “duty of care”.

The WHS Act and Regulations 2011 which aims to protect the health, safety and welfare of people at work clearly states that operators of plant and equipment must undergo work activity based instruction and training. Importantly this card provides documentary evidence for employers that operators have undergone relevant training which assists them to comply with their WHS obligations.

The Elevating Work Platform Association of Australia (EWPA) has developed a operator training program known as the “Yel low Card”. It has been developed in-conjunction with industry groups, specific industry content has been added further covering safety, hazard evaluation, pre-operational checks and recognition of individual operation of EWPs boom type, truck mount, trailer mount, vertical mast, scissor type and for any other EWP type of any height that do not require a specific national high risk licence to operate.

Upon successful completion of the program, applicants will receive a photo “Yellow Card‟ that acknowledges attainment of the EWPA Yellow Card Duty of Care as well as a record of the type of EWP practical training was conducted on.

 

The Trained Operator Card is proof of completion in one or more modules in various types of EWPs. There are five different EWP training modules plus a transport module. The modules below are currently offered as an on-site option.

  • Trailer mounted Boom lift TL
  • Self Propelled Boom lift BL (under 11 meters)
  • Vertical Lift VL
  • Scissor Lift SL
  • Truck Mounted Boom TM
  • Transporting (Load Restraint) T

Duty of Care

A Person conducting business or undertaking has a ‘duty of care’ to provide workers with a safe workplace without risk;

  • Have a legal responsibility to provide Instruction Training & Supervision.
  • A EWPA yellow Card provides the required ‘evidence of training’.
  • Students are required to demonstrate competence in both theory and practical aspects of Plant operations.

Course Prerequisites

Minimum age to obtain a Yellow Card is 14 years & 9 months (subject to each state regulative body). Applicants under 18 years of age will have a Restricted Yellow Card issued, marked with an R. The restriction will only allow the Operator to operate a EWP under direct supervision of an Unrestricted (over 18) Yellow Card holder of the same EWP class. When an operator turns 18 they have their Restricted Yellow Card updated.

Course Portability

As this is a national course we will travel to all parts of Australia for Boom Lift under 11 meters, Scissor Lift & Vertical Lift.

 

 

Course Detail

  • Equipment inspection on arrival
  • Site Inspections and Hazard Identification/Control measures
  • Use of operators logbook
  • Identify and understand safety decals, operators’ manuals and compliance plates
  • Conduct pre operational checks
  • Duty of care of operator
  • Practical safe operation of equipment
  • Theory and practical assessment

A On conclusion of training, participants meeting the assessment criteria will be issued an Elevating Work Platform Association ‘Trained Operator’ Yellow card for the type of EWP you have been trained in the use of.

AN interim record of training ‘trained operator’ is issued on the day of training and can be used when operating machinery until you receive your yellow card from Elevating Work Platform Association of Australia Inc.
